…to use the OpenAstronomy workflow in the pypi publishing workflow.
We use the filename of the build artifact to ensure robustness when it is run in a github workflow. "poetry version --short" works locally but not in the workflow.
The old mint-token workflow is archived and needed to be replaced.

The mint-token action is archived and needs to be replaced with trusted publishing. It is also an opportunity to move to OpenAstronomy actions.
Some changes to dynamic versioning had to be made to ensure tags and picked up and used properly. It should be more robust now.
